A 'certificate' is a document certifying something exists.
A 'CERTIFICATE OF STOCK' is not the stock itself, just like a 'CERTIFICATE OF TITLE' for a 'MOTOR VEHICLE' isn't really the title.
where do they Keep the Actual Stocks?

The Depository Trust & Clearing Corporation (DTC) controls all stock sales ... by legislation, in the event of a derivatives melt down, all brokerage accounts can be held as collateral payment for the national debt.
You don't own your shares, you are the benificuary of your account the DTC is the fiduciary.
